Hi, I have had issues with this too, I'm now trying changes to steering setup instead & have improved my times by 1.5 secs already
Try These:
Steering inside 3 clicks from 0
Steering outside 3 clicks from 100%
Acc inside I have left at default for now outside 100%
Decel inside 0 outside 100%
FF i have dropped to 50% so far

These settings should bring us closer to controller settings.
FF= slower times in game, no FF on controllers only vibration.
Please post back here and let us all know how this works for you, or maybe you can improve this more.

ONLY BY WORKING TOGETHER CAN WE GET BETTER & BETTER

One reason why the wheel is typically slower than the controller is that the controller is a much less precise analogue device. To compensate for this, Turn 10 programmers actually gives the controller a steering assist to essentially allow the wheels to turn perfectly for different speeds. Without this, driving with the controller would practically be impossible.

I think everybody agrees that driving with the wheel is more realistic and a more enjoyable experience, but it would sure be nice if you could set up races to allow only wheel racers in a lobby to even the playing field. If you look at top 100 hotlap time replays and look at the steering input telemetry for most tracks, it's pretty obvious that almost all drivers are using the controller (I believe around 90%+). On the controller, the telemetry shows the steering to go from one maximum to another very quickly whereas a wheel user uses much less travel and is much more smooth.

No back to the original question, I would like to know if it actually helps to setup a car differently with a wheel versus a controller. If so, how so?

Look into wheelracers.com if you wish to compete in wheel only races too.

I'm not 100% convinced having a quicker lock-2-lock is better than having your lock angle reduced at a given speed.
