Depends on the situations that force it to present itself, and the build and tune of the car.

Essentially, you want to put more weight on the tire that is scrubbing. More weight USUALLY means more traction. Too much weight means loss of traction, so there is a fine line in balancing.

Got any specifics?

I usually hear the scrubbing when I turn the wheel during a turn . I think it is due to my driving , but I have used some tunes from this site ( i.e. the Audi R8) . And I don't get any scrubbing when I take a corner. So I don't know :D

The tire making noise isn't always a bad thing. If it's a low, groaning type sound, it's letting you know it's at it's adhesion limit. If it's a higher typed squeal, then it's really losing traction.

If you have vibration on for your controller, then that's what you should pay attention to. If you are hearing the tires, but theres no vibration, then you're right where you should be. If you're hearing the tires, and the controller is vibrating, then you are losing traction and therefore losing time.
